Yunnan should play an active role in opening up, noted Li. By strengthening infrastructure construction, optimizing its business environment and undertaking more industrial transfers from east China, Yunnan can better transform its location advantage into a new edge for opening up and build itself into the Chinese pivot of opening-up to south and southeast Asia.

Li also asked Yunnan to hold dear its achievements in poverty alleviation, coordinating the policies of revitalizing rural areas and enriching border areas. By increasing vocational skills training, Yunnan needs to increase residents’ income, strengthen ethnic unity and maintain border peace.
